Jilian Reece

Jilian Reece is the Director of Carter County Drug Prevention. She has a bachelors degree in communication from ETSU and is a Certified Prevention Specialist. Her favorite part of her job is working with teenagers because she is confident they are going to make the world a gentler and kinder place as they grow. She also loves teaching about adverse childhood experiences and feels like everyone should know their score and how to build resilience (and their enneagram number too!). Jilian has three precious boys and one amazing little girl who love to play, learn and grow in the Carter County community and she hopes that her work makes that community a better place for them.

Dolly Reaves

Dolly Reaves is the Project Coordinator of Carter County Drug Prevention. Her favorite part of this job is working with the student volunteers and helping them find their strengths and skills. Born and raised in the Appalachian Mountains, Dolly’s favorite activities include running, hiking, and playing in the river. She got her bachelor’s degree at Appalachian State University in Political Science/Public Administration and her master’s in Political Science from Southern New Hampshire University. Dolly structures her work around her passion of creating a more compassionate world. When she’s not working, she enjoys going on mini adventures with her family. Dolly lives in Sugar Grove, NC with her husband, three kids and their dog.

Jocelyn Marr

Jocelyn Marr is the Assistant Project Coordinator for Carter County Drug Prevention. Jocelyn is a senior in highschool and will be graduating in May 2020. Her favorite part of her job is getting to work with all the other teenagers in the community and talking about addiction and mental health with them. Jocelyn also loves getting to teach youth in our community to use narcan and recognize what an overdose looks like. She hopes that she can make a difference in the number of deaths by overdose through this program. She plans to start her own coalition once she moves away for college.

Shannon Payne

Shannon Payne is the PEAK (Promoting Esteem Among Kids) Mentorship Program Coordinator for the City of Elizabethton’s Parks and Recreation Department in partnership with CCDP. He is currently a Senior at East Tennessee State University in the Human Services Program at The Clemmer College for Counseling, Leadership, Physical and Mental Health, and Early Childhood Development. He will be graduating the program in December 2020 and attending graduate school in the Summer of 2021 to start his master’s in counseling. His favorite part of his job is building positive relationships to help children develop healthy, strong relationships with caring adults and negate adverse childhood experiences (ACES).
